Google 改變 Android 系統碎片化選擇從新裝置入手，希望能夠在新系統推出時就有大量的手機升級，從 Android 系統各版本的佔比來看，Android 4.0 以上總佔比超過 60%，Android 4.1 和 Android 4.0 仍是主流，最新的 Android 4.4 升級率並不高。用戶升級積極性不足，Google 只有從廠商方面努力，每一款上市的 Android 智慧型手機均會多款 Google App，統稱為 Google Mobile Service，從2014年 2 月開始所有新款Android手機必須運行最新版本的作業系統才能夠安裝 Google Mobile Service。
Google Mobile Service 可謂是 Google 控制 Android 系統的一大利器，Google此舉意在讓更多的手機廠商支援Android 4.4系統，在新版本上線後9個月停止舊版本系統的GMA審核，Android 4.2 和 Android 4.3 的 Google Mobile Service 審核截止時間分別為 2014 年 4 月底和 2014 年 7 月底，這也意味著 Android 5.0 已經非常接近發表的時程了，在 18 個月之後 Android 系統的版本分別將出現一個全新的格局。
