釋利多　曾銘宗：壽險資金可以購併海外銀行

金管會修《保險法》，增訂開放壽險資金可購併海外銀行，金管會主委曾銘宗今晚表示，壽險資金購併海外銀行，如東南亞地區的銀行是允許壽險資金購併的，金管會將採個案審查、控管投資額度，預計6月底完成修法。

但他話鋒一轉說，「壽險資金想購併國內銀行就不行，這是政策上特殊考量」，他說，若國內開放會有很大爭議。他坦言，用保險資金到國外購併，先進國家不一定贊成，主因先進國家認為，保險是大眾資金，使用上槓桿太高，「但我覺得過去我們太慢，如日本等比較開發國家也允許保險資金到國外購併，所以我們腳步要快」。

他說，保險公司去國外購併，需有3大原則，一是該保險公司要有詳密的事前評估、規模夠大，二是該公司財務健全、社會形象也要好，三是對購併對象需有管理專業，要做好後續管理和風險。

法人說，依此來看，國內符合對外購併者，可能僅有國泰金（2882）、富邦金（2881）、中信金（2891）等不到5家的大型保險金控業者，機會較大。（廖珮君／台北報導）
